I think the experience in Wuhan showed that excess in draconian measures by the police, mostly ensured that the police all got the flu, and thus generated another core as a spreading center. My opinion on "show of force" to maintain "order" is that it is primarily a fetish during the outbreak, as the virus itself, with proper communication, does most of the work in incentivizing the majority into self isolation. Most people will cooperate in self interest, rather than form angry mobs that amplify their personal risks. Of course, there are always a few outliers who cause trouble... but you mostly don't need an army to address them. The real threat to public order will tend not to occur until "after the storm" when people are struggling to make sense of a new reality, and while seeking a return to normalcy, find "the new normal" doesn't fulfill their expectations... because of that guy over there who is... Having already been shaken out of familiar routines, many will find their coping skills challenged. Probably an easier adjustment after a typhoon or hurricane, as then everyone, minus the miscreants who become looters, are mostly on the same team, and the challenges are both shared and apparent. With the virus... emerging from houses and expanding contact with others afterwards is still a source of new risks, even when those others are not being anti-social. The typhoon, you know when its over. The virus... still a threat. This incident, though... doesn't appear to be "emergent social unrest" like a grass roots rebellion... rather than two opposing forces that were set against each other by central authority failing to properly communicate who is going to do what when... resulting in conflicting expectations... both sides insistent on following conflicting orders. You will not see that anywhere else... where there are no conflicting orders to be followed... and people are far more likely to refuse to go back to work, rather hold a riot because they're trying to get there.
