GM doesn't make vents; other companies do.

The idea is that there workforce and some of their space would be utilized working with a current producer to try to increase production without literally waiting for the time it would take to build a whole new factory. Not saying that's its necessarily a good idea.
Why not order them to set up another factory, or to go to 24/7 production?
Odds are if you have bureaucrats or politicians deciding who will make things, how much each will make, and how the production will be set up they will make worse decisions then the companies who currently or might make them. In addition to being less efficient the decisions might also be slower, esp. if its the politicians making the decision. Central direction of the economy isn't just generally worse, its also (if perhaps to a lesser extent because the decision space is more limited and the priorities a bit clearer) a bad way to respond to emergencies
