More beds are needed, but adding many more thousands of beds (if it even can be done this way and that's a big if) probably runs in to staffing problems. The Comfort and Mercy aren't that exotic. They have a normal hospital setup on a ship. They aren't even particularly well set up to avoid the spread of disease (although probably better then the cruise ships would be without a lot of work on them).
