but why they don't test randomly to establish a baseline is a mystery...
It was/is lack of resources.

1) testing kits
2) Skilled medical persons, personally willing to perform these invasive tests
3) Limited Personal Protective Equipment (that apparently should/could be thrown away after each test,

So basically only people who have serious symptoms
or who have high level positions (VIPs)
or have experienced an exposure are getting these tests.
