Xenophobia' comes from the Greek words 'xenos' (either "stranger" or “guest") and 'phobos' ("fear" or “flight”). Virtue signalers are always on the hunt for racism; drooling like Pavlov's dogs at the hint of a dog whistle. I know words are difficult for many but racism and xenophobia are quite different things. (Edit.... hmmmm, on reading again maybe you were sort of agreeing with my xenophobia rather than calling it racism. I like my rant anyway so shall leave it as is with that caveat) Hong Kong people quite rightly fear Wuhan WuFlu visitors. It's not a racist thing. It's a sensible xenophobia worry. Also Mainlanders are relative barbarians compared with civilized Hong Kongese. The demand for racism greatly exceeds the supply. Hence the foaming at the mouth vituperative attacks at anything that could be twisted to fit the bill. Including outright lying to create racism out of thin air. Such as the MAGA hat wearing boy who was harassed and assaulted with loud drumming right in his face by the fake "Indian" useless loser. Such as the Charlottesville hoax. It's so absurd now that taunting slobbering "racist" hunters is good sport. Thanks for playing. Regarding what governments are for. I differ from your idea. I say the purpose of a state is to define and enforce private property which includes borders and publicly owned assets which should be owned by citizen share holders not by a separate communist entity. Aka Tradable Citizenship in addition to the usual individually owned property. If we manage to clear New Zealand of WuFlu, xenophobia will be necessary until it's no longer a recontamination threat.
