What does '...citing wage pressures and a lack of pricing power...' mean in real English?

As best as I can tell, IT temp help in the Bay Area is booming. A number of friends who place IT people tell me they can't find enough of them. Take a look at any of the BA.JOBS.* newsgroups and notice the HUGE (sorry, Tom) number of want ads. Hall-Kinion is national, so take a look at US.JOBS.* as well. I do know that people are getting much more expensive (companies pay $1,500-$2,000+/day for heavy hitters like ERP and CIS implementors, between $500-$1000/day for programming hacks). What's probably happening is that due to the high demand a lot of independents are wondering why they should pay a cut (15-30%) to a temp agency when they can go direct and keep the change. On the demand side, companies are probably wondering if they can save some money and hire help directly instead of going through agencies. The agencies are probably caught in the middle. The obvious solution is hire from places like India and Russia, but that's easier said than done.

To be honest I don't know a lot about the temp-help business. I can put you in touch with some people if you're interested.
