The "arsenal of democracy" wasn't as micromanaged as you seem to think. Nor was such micromanagement that occurred as beneficial as you seem to think and that's putting it mildly.

The rationing was real (and in the presence of the price controls that were imposed, probably necessary, but it would be better to have neither). The not letting car companies produce civilian cars was real (although really not necessary with rationing, the people wouldn't be able to buy the cars anyway, also it wouldn't have been so important without price controls) The requirement that companies license their designs to others for production was also real (and in the context of war, probably actually a good idea). But the government did put out bids for designs and for production, not go to every company and tell them exactly what to produce how and when.
