Australians are asking people boarding flights if they had been outside the country lately, which is an aviation measure they're taking. The flight your daughter was on became an outbound international flight in Sydney, which Australia is not currently treating differently from domestic flights. There's no reason to treat passengers differently just because they're headed from Perth to Canberra or Perth to Canada.
