The same thing crossed my mind also: if you put enough fear into most people, it may change their lifestyle and produce a better outcome as far as the virus is concerned. Makes sense. I use to tell my sons that if they did not get a 90 average on their report card, they would be docked till the next report card. And it worked, along with a $500 reward for making the grade.
