If you take a guy off the street or a guy who has no experience doing those things, of course they will =uck up. I am not suggesting putting Pence in charge of it. Or putting someone who doesn't believe in the task or who has no experience in project management in charge. Your leaping to that conclusion is typical of Republicans. Of course, someone who has experience in doing these things in relevant fields would have to do it. Only people like Bush--who put Liberty University grads in charge of projects in Iraq--or Trump--who appoints people as cabinet heads who in the past expressed hostility to the very mission that they are supposed to lead--would think like that.
