You are right, I may not know all the details.
But on the face of it everyone is having the same problem, lack of PPE.
Not having PPE to do testing so not testing until you have enough PPE makes sense to me, that is what I read there.The cases are coming anyway, the math is inexorable right now. In Alberta we started limiting testing because we needed the test kits we had for front line health care workers.
I am not certain of the details in Hawaii but certainly the broad picture is the same everywhere.
Protection of front line health care workers has to be the priority, all other things take a back seat to that right now.
