There is some truth to that. The obvious low cost solutions with great ROI include education related to nutrition, hygiene, and exercise for individuals. Vaccination in third world countries had a great payoff which was clearly visible. Developed countries simply do not have a collective memory of devastating infectious diseases, except for AIDS. Investment in public heath - drinking water treatment, wastewater treatment, non-point pollution control, air quality improvements - can be implemented for as little as $1/day/person.

Even pharmaceuticals have a great payoff. Pharmaceuticals are only 10% of the healthcare costs. So any safe drug (old or new) that can decrease hospital stays or other labor intensive solutions (even if from caring family members) should be encouraged, even if the drug company is making good profits from it. Generic and out of patent drugs can benefit if not overused. Cheap antibiotics in third world have saved so many lives. On the other hand, their overuse due to lax prescriptions, is leading to drug-resisting diseases.
