Empty hospitals are because of the cancellation/postponement of non-emergency procedures AND people avoiding the ER if they can. Also keep in mind that certain hospitals or floors of hospitals are designated for treating covid-19. Which leaves the other emptier than usual.

Example at a hospital near me if you went to walk around it looks empty, but they have certain floors/area that are closed to the public and packed with covid-19 patients.

In other words, they are empty by design in preparation for a rush (that hopefully never comes) and to try and keep them from becoming infection spreading hubs. But yes people are not imagining the empty hospitals...
