The purpose of GSA standards for anyone who has tried to get a contract is to create a baseline. The contract applications are written by GS professional contracting employees. These contracts are frequently rewritten to get the desired pool of applications. Most applicants are rejected except those who have had their hands in the cookie jar previously. New applicants frequently need a second or third bite. Senator Blumenthal's visit was for the purpose to gather updated information on NNVC and for his staff to review recommendations it will send to BARDA to allow NNVC access to the pool.
