In some papers or websites, they have reduced staffs, less editing, if they find something from a source they approve, they rush to get it done (quantity over quality). I considered if one is a noun and the other an adjective, and it still needed editing. Just 3 minutes for fair, and 9-18 minutes to do good, and they ran with it. It You could spend too much time, deciding which one is the adjective (1) and which the two-word noun. So skip it, if I'm right.
