The retirees weren't on the beaches for Spring Break.
Yes, but the hotel workers were. The waiters and waitresses at the bars and restaurants were. The convenience store and grocery store workers were. The police were.

Any one of them could get infected and bring the coronavirus to the rest of the state. Unless you want to tell me that the retirees in Florida were completely cut off from these people, your statement is meaningless.
