You cannot see it but in the foreground of the picture there is a sidewalk with a pedestrian bridge that crosses over a busy street that runs alongside the park. The bridge leads to a pleasant mezzanine garden area and a small but modern apartment building where Waldo is in apartment 16 overlooking the park. He is watching his next door neighbor, Jason Withatoqueandcane, who has turned around and is waving back at Waldo while on his way to get a COVID19 test after being out in that busy park every day during the last week, unlike Waldo who stayed home and so is still at home. I don't think that is the entire answer but I suspect it is a very, very close guess, or not
