Um, a guy I know is writing a book with population reduction as a major plot point. Unfortunately there is little voluntary about it... .aside from the occasional adult that says "I wouldn't want to bring a child into this world." Only politicians brave enough to lose the next election will support those kinds of measures, hence the difficulty. In November 2013, following the Third Plenum of the 18th Central Committee of the Chinese Communist Party, China announced the decision to relax the one-child policy. Under the new policy, families could have two children if one parent, rather than both parents, was an only child. en.wikipedia.org Education helps, but that has come a century late and two billion short.
