I would guess ground rules are negotiated before he goes on a show that isn't considered completely friendly.

She asked him three specific questions up front, about opening the city, iirc. He evaded and immediately jumped on the need for federal money, for NYC to be made whole, and she followed his distraction. Not like her, but she is a New Yorker, too. I wish she had asked whether NYC would consider suing China for the money, instead. :-)

She's still probably my favorite media person.
