1. Yes, of course. UVC is very effective . In fact, I think I read an article on using uvc to sterilize n95's.

2. Probably not.

The problem is that the most effective wavelength, uvc, is harmul to your eyes. However, far UV-c might be worth considering.

Alternately, we could do rigorous testing and contact tracing, and have adequate access to n95, like South Korea, Germany. Perhaps by 2021?

UV treatment outside the body or inside the body? Former - well known for disinfection. Inside the body, a variation is radiation therapy for cancer cells. Wonder why they don't apply that against the viruses inside the body...
