That is one of the primary reasons "Company A" acquires "Company B."

Company A sees the opportunity to improve upon what Company B has been doing.

Having revenues means you have existing cash flow. Reduce the expenses and you have instant additional profits. Profits ARE the "bottom line." Revenues provide the opportunity.
