Shareholder. At Arcon Energy Will is directly responsible for Investor and Shareholder communications. He began his Oil and Gas career in 1969, gaining experience working for Hercules Drilling Company in south Louisiana. He spent two years in the United States Marine Corps as a Forced Reconnaissance Ranger. Later, joining Exxon Corporation (4th generation) working in the refinery's Distillation and Specialties Division. Will has served as President and owner of several small oil & gas companies that were involved in all phases of the oil & gas business. He has been a consultant since 1990 to companies and is responsible for the structure, formation and marketing of many partnerships.

Will started as a stock broker with institutional equity and went on to
have his own brokerage company, funding and structuring partnerships for the exploration and production of oil & gas. Will holds the Series 63, 7, 24 & 27 licenses with the National Association of Securities Dealers, Inc.

James R. Clark .... Senior Vice President, Octane Marketing. After
graduation from the University of Houston in 1952, Mr. Clark entered the U.S. Navy where he spent two years. Upon completion of military service Mr. Clark joined Cooper Petroleum Company, where he eventually rose to the position of Senior Vice President and Manager of Marketing. Mr. Clark was responsible for the marketing of all of Cooper's petroleum and petroleum products. After fifteen years with Cooper, in 1969 he founded Larcon Petroleum Company, which marketed petroleum products and petro Energy. Under his guidance and control, Larcon reached one billion dollars in annual sales by 1974. Upon the sale of Larcon to Charter International, Mr. Clark participated in the industry for several years as an investor until he formed Oaks Energy in 1981. Oaks energy specialized in the marketing of crude oil and petroleum products and in recent years has been engaged in the purchase of producing oil and gas properties. In an effort to expand the acquisition opportunities available he co-founded Velt Energy, Inc. in 1993. Mr. Clark has a passive participation in Velt Energy at the present time. In 1966 Mr. Clark and John Spriggs formed BASCO Energy Corporation, an entity organized to market petroleum products and participate in oil and gas exploration and production.

Arcon has support employees and several contract consultants throughout the various stages of development from chemical analyzing, engineering, mechanical to actual operations.
