What incentive? A fair question.

I believe that any system which would allow a consumer to exchange data between different devices would be a boon to sales of all the devices. There's the incentive. Moreover, many of the devices which could be used for this, such as cellular phones, do not currently have any type of file system at all, so they don't have to abandon anything.

And certainly Windows CE devices could support Clik! Microsoft has already stated that they (as a company) would support it, which implies that they can and will build that support into CE.
