International flights halted for one week evidently. Filipinos coming home from infected countries are overwhelming the capacity to quarantine them on arrival, and so they need a break to have exisiting returners finished their quarantine and prepare for the next wave of returners.

Less than one day notice was given. Unbelievable. I have friends that flew to Manila two days ago on a sweeper domestic flight. They're supposed to fly to Taiwan in two days to go home. Now they're trapped in a hotel in Manila until they lift this new ban. You'd think the government could see that capacity was going to be breached in 10 days and made an advance notice, or something.
