It won't matter, it will be like seatbelts, not drunk driving.
Personal liberty sacrificed for reasons.
No more endangering others.
Changes may be coming to the anti-vaxers as well.

Jurisprudence will begin to reflect this event in short order.
Public health care, basic needs support all going up.
Self interest and personal liberty going down.
Some impact on news as well I think.
Lawsuits coming.
No hoax.
No miracles.

Neither mayors, governors nor presidents can pass laws. They can make recommendations but those cannot be enforced by penalties. Only city councils, state legislatures and congress can pass laws which are enforceable.

This is the crux of the matter.
