Not sure I am following your thinking here? Virtually every State is trying to reopen their economy - even as the recent modeling has been pushing numbers higher and higher. (The respected UofW model has ratcheted up almost daily it seems). You can open as much as you want - BUT it is all dependent on what people decide to do. You can't force people to start eating in a restaurant or going to a theater or climb aboard a plane. They will only do it when they feel comfortable. That has zero to do with modeling.
