All nice and dandy but by "Presidential decree" or whatever gold could be confiscated posing a high risk to your concept.

Yesterday I spoke to an old friend who left Lebanon for the US, now an US citizen and cannot take out the money from the bank.

It may be unique now but could also be very popular in few years in many country with emphasis on HK!!!.
