We vote by mail in WA state. I observed how they did it and had a great interview with our county auditor. It is safe because both parties are involved with the checking of ballots' signatures, validity, etc.

If states do decide for mail-in voting, they should check with WA's secretary of state (an R) to see how it is done. In blue states especially, the GOP needs to be heavily involved in the process.
