seems to me at those pe ratios it might make more sense for a municipality to form a public company and start with say selling 20% of the share of its water company to the public. perhaps put 50% in to fund for pension obligations and use the rest for rainy day fund for infrastructure needs.

fyiw i added to my position in israeli biotech company. pluristem (PSTI). not your typical value play but they have interesting products in development and just got a nice cash infusions of both equity and debt from multiple sources. I think the market cap is very low relative to potential. might be worth a flyer to some of you guys..
