There IS a VERY large group that's been taking HCQ to treat their lupus and auto-immune disorders, long before the virus became a problem. Are they safe from covid-19? NO:

Are People with Lupus Protected Against COVID-19?

There is no evidence that taking hydroxychloroquine (Plaquenil) is effective in preventing a person from contracting the coronavirus (COVID-19). People with lupus should follow the guidance of their doctor and the safety guidelines being issued by the CDC.

>> Do you also get that there's no way to prove HCQ's efficacy at clinical trial without infecting the subjects

I don't even comprehend your point.

It is not different from clinical trials for cancer. A sick person comes in, they agree to participate in the clinical trial, and they are randomized into one of multiple treatment options. Which may [or may not] include placebo.

If it is determined a treatment option is so efficacious that it is unethical not to offer a given treatment to the entire study, the study will be stopped and the offer will be extended.

This is done all the time.
