My view is that people not wearing masks in public should be issued citations, just as they would for driving without a seatbelt. The citations would get more and more punitive, eventually causing a loss of driving license. Venues allowing people without masks would be fined more heavily.

This is because masks are 75% effective in preventing the spread of covid-19. We'll never really be able to open up unless we all wear one in public.
