Trump needs to create a crisis with China. And it is only going to get worse. Yesterday's act puts all Chinese companies (not just chips and electronics) in peril. I am guessing that China has not responded yet b/c they are evaluating what the most painful strike and the most effective time for it is. Depending on the pace of Trump's attacks, they may not have a choice but to retaliate soon. But given the choice, they'd probably wait till the September time frame before acting strongly.

I doubt that the risks of confrontation with China have been priced into the market. Chinese strategic papers actually discuss the risks of military confrontation.
