An interesting LA article describes virus mutations and spread over the globe.
My understanding is that first strain of virus hit East and West coasts in February.
This strain spread slowly, and nobody paid real attention to the virus in NY and NJ.
WA got mass event in nursing home, and both WA and CA started mitigation measures early and quickly.
Nothing was done in NY and NJ, and when second strain from Europe hit in the mid March, they were not ready at all, that's why virus spread as forest fire through East Coast.
After that second strain spread to West Coast, but they were ready - all mitigation measures were in place, so it soften the blow a lot.
By the way, I agree that "stronger" second strain from Europe does not mean that it's deadlier, it means only that it's more contagious and spreads much faster and easier that the original Chinese strain.
