Under these dire circumstances why cant people just be given this stuff while they wait for trials to be completed? They can, if their doctor thinks it is warranted and they agree to the risks. The problems are (1) that most new drugs don't work as advertised by their maker and (2) sometimes they have adverse side effects. Those side effects might only occur in people with certain conditions which may or may not be known. I gave an example earlier of a friend who died when given routine anesthesia because he had a heart condition that no one knew about in advance. Things like that happen way more than people are aware of. For obvious reasons, hospitals and docs don't advertise them. But they aren't indifferent to these things either and want to avoid them as much as possible. The first rule of medicine is, "Do not harm."
