Yes, but it can go the other way in the "Fixed Assets" section of the Balance Sheet ...

... Think of "Prime Property" in New Orleans BEFORE Katrina and then AFTER Katrina, as an example.

I'm not a great fan of the "liquidated value" as it relates to "Book Value". Who knows what a company will get for its Assets when it liquidates, especially the "Fixed" ones.

At the end of the day the Balance Sheet is highly dependent on the "Retained Income" component, especially if no new shares are issued. And "Retained Income" is fed from the Bottom Line, which is why I tend to focus on the Income Statement myself ..... the more of the Total Revenue that ends up at the Bottom, the better IMO.
