"Access at 384 kbps would use the full internet throughput, while access at speeds beyond 400kbps would have no significant added benefits."

1. Would the engineers on this thread agree with these assertions?

2. If these assertions are accurate, where are the bottlenecks that create a 400 kbps limitation today? (This is a restatement of a question several days ago on this thread by someone--where should we be looking for our next emerging networking find?)
