We didn't wait. The CDC screwed up and badly. It's amazing to me that the entire reason for the existence of the CDC and the WHO was to properly handle a pandemic and both institutions failed miserably, despite ample funding. This cements for me the idea that government and state institutions are always inferior to self-reliance and private organizations. Anyone who wants to put more power into the government to make us safer or more prosperous is doubling down on proven failure.
