It's always been a Catch 22 for commercial TV News. Originally it was considered a 'public service'
the networks and stations were required to provide. Many of them did a good job but lacked
equipment and resources to cover anything but the basics, because little was spent on news.
Then the owners discovered they could make money. When it became a profit center, consultants
came in with all kinds of tricks to do exactly what you suggest, harvest eyeballs. There are still
some stations around the country that do a respectable job. Most have local ownership that still regards their newscasts as a public service.
Murrow called them out for this as early as 1958, really pissed off the TV owners. He left CBS and
went to work for the government soon after.
Ed Murrow and Fred Friendly's 'Harvest of Shame' about migrant workers was one of the reasons
I got in the biz. A low budget production by today's standards but powerful work.
