Bonefish,
Camden, New Jersey defunded their police department in 2012.
They actually reformed their police department, with an emphasis on crime prevention and community engagement over deterrence and brute force.

The funny thing is, though, they actually ADDED personnel and had more cops out on the street.

That would NEVER fly in today's political environment because the view is that we have too many officers, which is unnecessary when crime is supposedly going down across the nation.
