First of all the assumption that the WEB is the only source of all video streams is incorrect. Multimedia software has been around longer than browsers. Games and other multimedia/entertainment/reference software can take advantage of cheaper MPEG alternatives. DVD drives for PCs are here and they are affordable.

Also, telephone lines aren't the only infrastructure for video conferencing. Mid to large sized companies can use their internal high speed networks for this purpose already. Besides, high speed alternatives are becoming available for the private user as well. My cable company, Charter Communications, is already offering high speed cable internet service and the cable/ADSL competition is bound to speed things up even further, regardless of which one wins out.
