He was there to hand back a helmet to the police. I heard the crack as his head hit the pavement ... even the cops on the other side of the street heard and reacted to it. He wasn't causing any trouble.

You can see the 75 yo man be pushed and HEAR his head his head hit the pavement (at 0.14). You can see police officers react to the sound, stop and look over at him.
