I'm guessing there aren't many cities that put aside enough money for pensions. They spent the money on tax cuts and other give-aways for weak republicans.

Most US states started cutting taxes after Reagan got away with it. Things were okay until the Great Recession hit. Then, nearly every state was deep in the red because the stock market crashed. Now, they were finally getting back to normal only to have another republican collapse the economy and the markets.
