When our prisons were filled to capacity with young black men for crimes white men were seldom imprisoned for we can say the justice system created the problem you're talking about. Put another way, the police, prosecutor and judges were so corrupt they used racism to define prison sentences so the black family would fall apart. Do this. Throw every white young man in jail for 20-years and see what happens to the white family. Will there be more crime?
