why is the deficit going down and the national debt going up?

if the national debt is still going up, is it only going to set up a harder fall?

how have we managed a surplus?
my whole problem with Clinton, well all politicians, is how can you validate the information they give you? "IF" he can lies to his wife, under oath, and encourages (clinton says he never urged anyone to lie-who talks like that besides a lawyer) others to lie...........isn't it concievable that he could direct his staff to manipulate the numbers in his favor to secure his legacy?

"we have a budget surplus" (the crowd roars in approval)
But how did he arrive at that #?

i don't know the answer just cynical

did we use the money earmarked for SS? which would in effect negate a surplus......or did we really have surplus from reduced spending and more revenue?

just curious
