GENEVA -- An agreement by 72
countries to increase international
competition in the $800 billion global
telecommunications market will come
into force Feb. 5, the World Trade
Organization said in a statement.

The date, proposed by Japan and
accepted by the U.S. and other WTO
members at a meeting in Geneva, ends
concern that the pact signed last February could unravel
after some countries were slow to pass new laws.
