The CATO institute was founded by the Koch foundation, which is extremely right wing. Not the best source for a liberal or progressive.

I get 55% who would either charge it on their credit card and pay it off over time, take a loan, sell something, borrow money or not be able to pay. Pay it off over time means they cannot afford the expense and are likely going further in debt. And being able to pay other bills in full means nothing if they are putting that on their credit card and paying it off over time. Did the Koch Foundation bother to ask how they are going to pay off their other bills?

That whole survey is inconclusive and vague, which is typical of a Right wing Reactionary Foundation!
