1. best comparison is on kg and not liters as the density varies of the various fuels
2. Most of the content of the article are a reconstruct of older news - for me nothing new there.
3. the efforts on extracting hydrogen is very crowded and similar to solar cells/panels pricing is sliding down
4. there is very stiff resistance from crude oil and NG producer to implementation of anything that is hydrogen related

As to technology - almost every week there is something new related to extracting hydrogen.
The fuel cell is a problem as it is capped with 60% efficiency to best of my knowledge but the remaining 40% can be made use of it for heating or cooling depending on the setup.
