No, that was John Yoo. And yes Bush found a way to torture, so he was as big a traitor and criminal as Trump, or Nixon for that matter. Susan Rice was the one who convinced Obama to go in and rescue the trapped people Gaddifi had made public he intended to slaughter. He said he planned to go door to door and kill everyone in the city. I remember one doctor fleeing with her child who said that her child was so scared he was throwing up. Obama normally didn't take chances like that, or get involved in such politically risky behavior, but she managed to convince him to prevent the slaughter. John Yoo is the asshole who made an argument that torture was legal. And I think they are still doing it protected by the psychopathic Republicans. Obama tried to shut down Guantanamo, but the Republicans prevented him from doing it. That is a huge moral stain on our country.
