Obviously, hospitals and ERs are busier than usual, but the article (as ProPublica tends to be) is misleading.

TMC itself is a system of hospitals with thousands of Med-Surg, ICU, and ER beds available at any time. Er's are determined on whether the patient has insurance, the kind of attention needed (there are numerous Level 1 facilities of various specialties), and the staffing at a given hospital in any moment.

In no case would a person have been turned away from treatment; when they are diverted the ambulance goes to a different driveway. There are plenty of facilities to meet current needs. ED facilities are expensive to operate and the idea is to have adequate staffing without over staffing. One can imagine Ben Taub filling up with uninsured patients which would require some diversions to other places.

The best source of COVID information on TMC is available here, although it may run a day behind at times.

The Texas Medical Center is a complex of about several dozen hospitals in south central Houston. They have branches all over the greater Houston area, including the suburbs. I don't talk about family, but my brother worked in the grants dept for several of these over more than 2 decades - he retired from Houston Methodist a couple years ago.

Located in the heart of Houston, Texas Medical Center campus is home to leaders in research, medicine, and innovation in healthcare. Texas Medical Center (TMC) — the largest medical city in the world—is at the forefront of advancing life sciences.
