I used to live in Illinois (Glen Carbon / Edwardsville) and when I was recruiting managers from out of state, I recommended that they look in Illinois. Chicago ruins the state. I lived in Illinois for about 12 years or so and it got progressively worse. I think many people stay because of family. In many blue states, there are pockets of strong conservatives. Local governments are no all loony. Some people get in though and have never run anything and it shows.
